Léonie Cowen LLB (Hons), Solicitor (1974)

 

Principal of Léonie Cowen & Associates, she is listed as a leader in her field in the Chambers Directory of 2010 which comments that “clients are attracted by her wealth of knowledge and wholesale dedication to local government matters”.

 

She has a wide range of professional and management experience particularly in procurement commissioning and local authority powers and duties and takes a leading role in the firm's projects.

 

She is equally at home in advising officers, local authority members and the boards of partnership bodies.

 

Léonie is a visiting lecturer at the Institute of Local Government Studies (University of Birmingham) where she contributes to the Social Care Commissioning and Contracting Programme. She is a regular contributor for CLT and other leading providers of legal courses, is a qualified mediator and has held several public appointments.

 

She spent fifteen years in London local government; was Director of Law and Administration and Deputy Chief Executive at Camden (1988-9) and before that Chief Solicitor at Barnet (1985-8).

 

 
 

 
 

Andrew Riddell LLB (Hons), Solicitor (1975)

 

Andrew had over 20 years in commercial private practice in Central London and during the last 15 years he has been a full-time consultant with Léonie Cowen & Associates where he provides expert property and company commercial experience. He brings a private sector perspective to public sector projects.

 

Andrew has advised major commercial bodies including property developers and investors, retail chains and UK and overseas banks and finance houses. He has also acted for a range of charitable and voluntary organisations including some nationally recognised charities. He also advises on employment law and practice and corporate governance.
